The accelerated advancement of AI technologies, especially the development of reasoning models, presents significant implications for Hong Kong's critical infrastructure sectors. The concurrent evolution of Chinese technological capabilities, with the availability of DeepSeek R1 and Alibaba’s QwQ-32b, and increasingly stringent regulatory frameworks necessitates comprehensive strategic preparation.
Hong Kong's position as a global financial center and technological hub renders its critical infrastructure particularly vulnerable to emerging cybersecurity threats. Recent security analyses demonstrate that organizations without advanced AI governance frameworks face exponentially higher risk profiles.
Additionally, the new Protection of Critical Infrastructure (Computer Systems) Ordinance seeks to impose statutory requirements on designated operators of critical infrastructures. These aim to ensure they take appropriate measures to protect their computer systems and minimise the chance of essential services being disrupted or compromised due to cyberattacks and answer strategic leadership tech concerns.
